An Ordinary meeting of Odstock Parish Council was held on
8 February 2021, online through the ZOOM app.
Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Rod Poynting, Colin Berry, Stephen Stapley, Barry Norris, Richard Parsons (Clerk), Wiltshire Cllr Richard Clewer and two members of the public.

1/21 Open Public Forum: None.
2/21 Declaration of Interest: None.
3/21 Minutes of the Ordinary OPC meeting held on 7 December were approved and signed by the Chairman.
4/21 Nunton Recreation Field:
a) Play Area Fencing: The Chairman advised this will be completed
by the end of February.
b) Picnic Tables: Cllr Start advised delivery and installation
would probably be arranged during March.
5/21 Transport, Roads and Footpaths:
a) Wiltshire Council Highways: Cllr Berry has resolved pothole
issues at Shepherds Close and the Parish Steward is scheduled to
visit Odstock parish in March and April. Removal of roadside
debris will be the main activity.
b) Overgrown Hedge: Following a conversation with the owner of
Slate Cottage, the Clerk will obtain information about land
ownership and remind him of his responsibility to ensure that his
hedge does not obstruct the highway.
c) Community Speed Watch: The CSW Team leader delivered a
presentation supported by four documents circulated prior to the
meeting. Advice from Wiltshire Council is that to be effective, a
Speed Indicator Device (SID) needs to be moved to a different
location after two weeks. Outside the Odstock nursery and the
road through Nunton are two high risk locations where speeding
needs to be discouraged. Four locations have been identified
where a removable post can be erected to which the SID would be
attached. Odstock Cllrs are concerned about the likely costs and
want to know whether it will be possible to share the equipment
with another local parish council.
d) CATG: Cllr Berry will attend the 17-Feb online meeting to
discuss the plans for the Nunton Footway Project.
6/21 Planning: 21/00369/FUL - Demolition of existing bungalow and
garage. The construction of 2 new dwellings at Bramleys, Nunton
Drove. SP5 4HZ. Following a presentation from the applicant, who
had concluded that two 3 bed houses with internal garages would
make best use of the site, OPC resolved to canvas the site
neighbours for their opinions and formulate a Parish Council
response. Odstock Cllrs were divided over the desirability of the
development.
7/21 Reports and Correspondence:
a) Wiltshire Council: Wiltshire Cllr Clewer encouraged individual
responses to the Local Plan Review consultation before the 9
March deadline.
b) Wiltshire Council Election: 6 May is the date for the election
of Wiltshire Unitary Councillors and Parish & Town
Councillors.
c) Next Area Board Meeting: The meeting will be held virtually and
is scheduled for 7pm on 11 March 2021.

9/21 Any Other Business (for information only): Cllr Berry
advised that the Bus Shelter at Odstock Crossroads will need
significant refurbishment soon.
10/21 The Annual OPC meeting is scheduled for Monday, 17 May 2021.
