An Ordinary meeting of Odstock Parish Council was held
on 4 July 2016 in the Pavilion, Nunton Recreation Field.
Present: Rod Poynting (Vice-Chairman), Stephen Stapley, Nigel Start, Richard Parsons (Clerk) and
one member of the public.
Apologies: Gavin

Colin Berry, Sally Nelson, David Williamson-Jones and Wiltshire Cllr Julian
Johnson.
26/16 Open Public Forum: There was a
brief discussion about the Longford Estate planning proposals.
27/16 Declaration of Interest: None.
28/16 Minutes of the Annual OPC meeting held on 9 May were
approved and signed by Cllr Poynting.
29/16 Community
Initiatives:
a) Radnor Hall Committee: Some car boot sales
have been abandoned because of rain and this will limit the fund raising
activities which help to fund the running of the Radnor Hall.
b) Longford Estate Proposals: Cllr Simmonite composed a
written response following the presentation at the Annual OPC meeting in
May and it was noted that no further information about developments has
thus far been presented.
c) Parish/Community Planning:
A formal application to designate Odstock Parish as a Neighbourhood Area
has been submitted to Wiltshire Council. Cllr Poynting is concerned that
the results of the parish questionnaire do not place enough emphasis on
the business community in the parish.
d) Yew Tree Public
House: Cllr Start reported the new tenant publican is
transforming the standard of service and this is encouraging an increase
in trade. Cllr Poynting recommended the CAMRA website for guidance on
the ‘Asset of Community Value’ designation. Cllr Start agreed to
research this subject.
e) Village Noticeboards: Cllr
Poynting agreed to survey and recommend the viability of refurbishment
compared to the cost of full replacement with purpose built
noticeboards. The cost of replacement will be evaluated at a future
meeting.
f) Community Website: Funding is available
to provide a resource to comply with legislation.

Nunton Recreation Field:
a) Play Area: The Grass cutting
contract includes three applications of weed-killer on the Play Area
Safety surface.
b) Pavilion: Cllr Poynting has
applied to the ONB Fete Committee for funding to support a Landfill
grant application.
c) Use by Football Teams: OPC
members are reluctant to grant permission to allow Football clubs to use
the facilities.
31/16 Transport, Roads and Footpaths:
a) Wiltshire Council Highways: The new Parish Lengthsman scheme
is expected to be available in September/October.
b)
Community Area Transport Group: There were no new projects for
discussion at the CATG meeting on 22 June.
c) Resurfacing and
Traffic Calming along the C12: Still no clear indication of
when this is scheduled to commence.
d) Fly Tipping:
Cllr Poynting is liaising with the Longford Estate Manager in an attempt
at controlling fly tipping.
e) A338/C12 Junction: A
report and mitigation measures scheduled for this year has been prepared
by Wiltshire Council.
f) Community Speedwatch: Cllr
Start has arranged training for the volunteers on 16 July and 13
October.
g) Speed Indicator Displays: OPC has
committed £240 to deploying the SID on three separate occasions during
2016.
h) Odstock Church Carpark: Cllr Start reported
the new car-parking arrangements are working well.

Planning: There were no planning applications for
consideration.
33/16 Reports and Correspondence:

Wiltshire Council: The next Area Board meeting is at the
Whiteparish Memorial Centre on 28 July.
b) Wiltshire
Association of Local Councils: Invitation to apply for a
Transparency Fund Grant.

a) Workplace
Pensions Legislation: As an Employer, OPC is required to set-up
a pension scheme before October 2017.

35/16 Any Other Business (for information
only): There was a discussion about Rights of Way in the
Parish. Cllr Start agreed to contact the Wiltshire Council Rights of Way
Warden for clarification.
36/16 The next Ordinary OPC
meeting is scheduled for 12 September.
