An Ordinary meeting of Odstock Parish Council was held on 6 February 2014 in the Barker Room, Nunton.
Present: Rod Poynting (Chairman),
Stephen Stapley (Vice-Chairman), Colin Berry, Gavin Simmonite, David
Williamson-Jones, Nigel Start, Richard Parsons (Clerk) and one member of
the public.
Apologies: Wiltshire Cllr Julian
Johnson.
1/14 Open Public Forum: General
comments made about hedgerow maintenance, drainage and mud on road.
2/14 Candidates for Co-option to the Office of Parish
Councillor: Parishioner Sally Nelson had responded and was in
attendance. She has lived in the parish for over 10 years. It was
resolved to co-opt her; she signed a declaration of acceptance of office
and will complete the register of members’ interests.
3/14 Declaration of Interest: None.
4/14 Minutes
of the Ordinary OPC meeting held on 5 December were approved and signed
by the Chairman.
5/14 Nunton Recreation Field:
a) Pavilion: The Chairman advised on the need for a first aid
kit to be available and that electrical appliances need to be tested
regularly. He agreed to make the necessary arrangements.
b) Play Area
Safety: Cllr Simmonite agreed to discuss the implications of the RoSPA
safety report as part of his negotiations in connection with the
proposed new Play Area in Odstock Playing Field.
6/14 Community Initiatives:
a) Radnor Hall Committee: The Chairman
reported that there was a vacancy for a Hall caretaker.
b) Odstock
Recreation Field: Cllr Simmonite reported that installation of the play
equipment was imminent. The Chairman advised to delay tree planting
until after the play equipment has been installed.
c) Jubilee Gardens:
It was agreed that OPC’s insurance provider would be consulted about
public liability coverage at Jubilee Gardens and appropriate signage as
suggested in the RoSPA report. Cllr Berry agreed to obtain information
about the availability of suitable signage.
d) Parish Power Cables:
Cllr
Start confirmed that he was negotiating with Scottish and Southern
Energy and the Landscape and Planning Adviser to the Cranborne Chase &
West Wiltshire Downs AONB about the possibility of proposing a scheme
for the undergrounding of some overhead power cables in Odstock Parish.
7/14 Transport, Roads and Footpaths:
a) Parish Highways and
Streetscene Maintenance: The ‘Clarence’ (0800 23 23 23) Service is now
complemented by a comprehensive menu driven online reporting facility at
www.Odstock.info/highways.
b) Community Area Transport Group: Cllr Berry
is in discussions with Council Officers about 1) New footway at C12,
Jubilee Gardens to new footway opposite Odstock Church; and 2)
Improvements to the path behind the hedgerow, off the C12 between
Odstock and Nunton.

11/14 Any Other Business (for information only):
Planning
Application 13/06843/FUL - Demolition of existing brick buildings, new
pitch boundary treatment, hardstanding, site expansion into an adjacent
field and transit site. 44 residential pitches with 23 single storey
amenity buildings a community building and 1 manager's office at 1
Odstock Road, Salisbury. SP2 8BX. Cllr Berry observed that if approved,
Wiltshire Council would be empowered to develop the Traveller transit
site element of the Oaktree Field Caravan Site in Britford Parish.
